OBTAINING A LEARNER'S DRIVER'S LICENSE
Applicants together with all relevant documents should be presented in person or through an authorized representative at the local District Offices of the Road Transport Department or Citizen Service Offices or Citizen Service of the Department of Postal Services.
For the issuance of a learner's driver's license for the first time, the following must be submitted:
• Application for the issuance of a learner's driver's license (TOM 7D). For the application document Click here .
• Two recent photographs of size 45X35 mm
• Identity Card.
• Certificate of successful preliminary examination.
• Evidence that the applicant has a habitual residence in the Republic. For foreign applicants, instructions here .
Notes:
· In case the applicant holds a valid driver's license or a valid learner's driver's license, attach the valid driver's license or a valid learner's driver's license.
· Attaching a Health Certificate, in case the applicant is 70 years old or older.
· Attaching a Health Certificate, in case of physical disability.
Right to obtain a Learner's Driving Permit :
I. A person who has reached the age of 17 has a special category of AM
II. Category B, B1, A1, B+E has a person who has reached the age of 17.5 years.
III. Category C1, C1+E, category F and IB has a person who has reached the age of 18.
IV. Category C and C+E, D1, D1+E, and special category H, Z, T who is 21 years old.
V. Category D, D1+E, is 24 years old.
A learner's driving license is valid for one year and can be renewed.

RENEWAL OF LEARNER'S DRIVER'S LICENSE
The relevant documents should be presented in person by the applicant at the District Offices of the Road Transport Department or Citizen Service Centers or KEPOs of the Postal Services Department.
To renew a learner's driver's license, the following must be submitted:
• Application for the issuance of a driver's license (TOM 7D). For the application document Click here .
• Two recent photographs of size 45X35 mm
• Identity card.
• Previous driver's license or learner's driver's license.
Notes:
· In the case of applicants for the renewal of a Normal Driving License, who are 70 years of age or older and physically disabled, a Health Certificate is required. In case the applicant for renewing a learner's driver's license is a foreigner, it is necessary to present a residence permit and proof of payment for a visa.
· In the case of applicants for the renewal of a Learner's Driving Permit for a motor vehicle of category C, C+E, D, D+E, C1, C1+E, D1, D1+E and special categories Z, H, I, a Health Certificate is required, the which is valid for 3 months from the date of issue. In the event that the applicant does not intend to present a Medical Certificate for the above categories, he must complete a Responsible Declaration to have the above categories removed from his driver's license.
The renewal of the learner's driving license is valid for one year.
The issuance of a learner's driver's license is governed by the Driving License Law of 2001 and its amendments to date .
