Flight Crew


FLIGHT CREW LICENSING

This section is responsible for the licensing of Pilots and for the approval of Training Organisations.

All procedures regarding Pilot’s licensing and ATO’s approval are in accordance with Commission Regulation (EC) No 1178/2011 (https://www.easa.europa.eu/regulations) of 3rd November 2011 as amended laying down technical requirements and administrative procedures related to civil aviation aircrew pursuant to Regulation (EU) No 2018/1139 of the European Parliament and of the Council.

- Pilot’s Licensing

All pilots flying aircraft registered in an EU Member State are required to have an EASA Part-FCL license except for those flying State and "Annex I" aircraft. Annex I refers to Annex I of EU Regulation 2018/1139 and essentially includes microlights, home built aircraft, experimental/ research aircraft and vintage aircraft. Some activity with Annex I aircraft will require that the pilot holds EASA Part- FCL license.

This area covers issues related to:
· License initial issue.
· License Variation.
· Ratings & Certificates.
· Conversion of ICAO or JAR license to EASA License.
· Conduct of Part-FCL theoretical knowledge examinations.

a. Flight crew licenses and associated ratings

The provisions for flight crew licenses and associated ratings are laid down in Annex I to III of the above regulation:

b. Class and type ratings

The provisions related to class and type ratings are laid down in regulation (EU) No 1178/2011 Annex I (Part-FCL) Subpart H.

- Approved Training Organisations (ATO’s)

Organisations involved in the training of personnel referred to previous paragraph, shall be approved in accordance with Annexes VI and VII (Part-FCL).
Depending on the approval of the particular organization, ATOs may offer flight training for both Private Pilot and Commercial Pilot qualification.
ATO΄s are issued with an Approval Certificate, detailing the approved courses, which should be displayed at their offices.

- Declared Training Organisations (DTO’s)

All organisations who held a JAR-FCL Registered Training Facility certificate must have transferred to a Declared Training Organisation by 8 April 2019 if they wished to continue offering training for EASA licenses and ratings after that date. Any organisation who did not make the transfer may no longer train towards EASA licenses and ratings. The regulations governing Declared Training Organisations may be found in in the Aircrew Regulation, Annex 8. The Licensing Section has also produced a Guidance Document on the requirements, what courses a DTO may offer, how to declare and what this means. This document is available upon request from the Licensing Section.


- Cabin crew qualifications and related attestations

Cabin crew involved in the operation of aircraft referred to in point (b) of Article 2(1) of Regulation (EU) No 2018/1139 shall comply with the essential requirements set out in Annex IV of this regulation.
In general, cabin crew members must:
· be trained and checked on a regular basis to attain and maintain an adequate level of competency in order to perform their assigned safety duties; and
· be periodically assessed for medical fitness to safely exercise their assigned safety duties. Compliance must be shown by appropriate assessment based on aero-medical best practice.
