End of Life Vehicles

The End-of-Life Vehicles (harmonizing) Law of 2003 (to be referred to as the “Law”) regulates questions relating to the environmental management of vehicles reaching the end of their useful life (become waste). At this stage the Law applies only to vehicles of the M1 and N1 categories (i.e. small passenger and small commercial vehicles) as well as tricycles.

Under the law, all vehicles reaching the end of their life (to be referred to as “ELV” should not become waste but receive proper environmental treatment for the purpose of reusing spare-parts or recycling the materials they are made of. This treatment must take place in specific installations
which have been licensed for this purpose.

For every vehicle delivered to a licensed installation a Certificate of Destruction is issued, which is necessary for the de-registration of the vehicle from the vehicles’ register of the Department of Inland Transport. Otherwise, the vehicle will considered to be in circulation and the owner of the vehicle continues to pay the circulation fee for three years.

It should be noted that unless substantial parts have been removed from the vehicle, taking the vehicle to the licensed installation is made free of charge.

The Director of the Electrical and Mechanical Services, as the Competent Authority for the law, ensures the compliance of both the licensed installations and the owners of ELVs with their obligations under the law.
