Antonis Koutsoullis
Permanent Secretary

Mr Koutsoullis comes from Nicosia. He is a graduate of the Pancyprian Gymasium and has served at the National Guard for 26 months. He is a Civil Engineer and holds an MBA. He is married to Maria Hasapopoulou and has two children, Androniki and Stylianos. He was appointed in the Public Service as Site Engineer, for the construction of the Nicosia-Limassol highway, and in 1985 as an Executive Engineer at the Department of Public Works. He has served as the Engineer for the construction of several technical projects, such as the Larnaka Orbital Motorway and the Rizoelia Interchange, the Strovolos Industrial Area Interchange, the Nicosia South Orbital Motorway, the Lakatamia Orbital Motorway, the Agios Georgios Street in Lakatamia and more.

Subsequently, he held the positions of Senior Executive Engineer and First Executive Engineer at the Department of Public Works, and was the Head of the Public-Private Partnership Projects Sector, as well as the Development and Management Sector of Larnaka and Paphos Airports, serving as the Grantor's representative in the context of the Concession Agreement between Hermes Airports Ltd and the Republic of Cyprus. He was appointed to the position of the Director of the Department of Public Works on July the 1st, 2021, where he worked until April 26, 2022. From April 27, 2022, Mr Koutsoullis has been appointed to the position of the Acting Permanent Secretary at the Deputy Ministry of Tourism until the 30th June 2023. From 1st July, 2023, Mr Koutsoullis has been appointed to the position of the Permanent Secretary of the Ministry of Transport, Communications and Works.

Mr Koutsoullis has been a member of the Pancyprian Safety and Health Council (2005-2017), Chairman of the Departmental Committee on Changes and Claims of the Department of Public Works (2008-2011), member of the Central Committee on Changes and Claims (2012-2020) and Chairman of the Contractors Registration and Control Council (2014-2019). Mr Koutsoullis is also the President of PASYDY (Pancyprian Public Servants Trade Union) since March 2013.
