Inspection of Electrical and Mechanical Installations

The Department of Electrical and Mechanical Services (to be referred to as the “Department”) is responsible for checking the suitability and safety of electromechanical installations (to be referred to as EMI) of various types of buildings and premises, as it is provided for in the following laws:
1. The Muncipalities Law and the Communities Law
On the basis of the above laws, one of the prerequisites for the issuing or renewal of a permit to operate a theatre, a cinema hall, a dancing hall, a night-club, an amusement park, or other fairgrounds where there are electricity operated games or in any other public area in which members of the public gather for recreation or amusement, is the inspection of the area by a competent officer of the Department and the issuing of a certificate that the electrical fittings and the electrical equipment of the premises or the ground, complies with the provisions of the Electricity Law.

The inspection is carried out by the District Offices of the Department, following a relevant request by the corresponding Municipality/District Administration or the interested person. The inspection fee is €30.50 and is payable in advance
.
2. The Public Swimming Pools Law and Regulations
The regulations contain inter alia provisions on the technical specifications on the basis of which the EMI of the swimming pools should be made. For the issue or renewal of permit to operate a swimming pool by a Municipality or Improvement Board a Certificate of Fitness of the swimming pool EMI should be issued by the Department. The inspection and issue of the Certificate is done by the District Offices of the Department, following a relevant application submitted by the corresponding Municipality/District Administration or the interested person. Before the inspection a special form must be completed by the interested person. It should be noted that the relevant regulation does not contain a provision about an inspection fee.

3. The Electricity Laws and Regulations

Under a relevant provision of Regulation 46, the Department inspects the new installations of electrical equipment of consumers (before they are connected) in case their supply with electricity is made by a private electricity generation system and when the installation will not be connected with the network of the Cyprus Electricity Authority. The inspection is made by the competent District Office of the Department, following the submission of an application (with the completion of the relevant form) by the interested consumer. The results of the inspection of the installation are recorded in a relevant form and are given to the consumer.

1. The Radio and Television Broadcasting Stations Law and Regulations
One of the requirements for the issue of a licence to operate the station, is the issue by the Department of a certificate that the station’s technical
installations are in very good working order. As in the previous cases, the
certificate is issued following the submission of an application by the
interested person to the corresponding District Office of the Department
and the payment of an inspection fee amounting to €30.50.


5. The Homes for the Elderly and the Disabled Law and Regulations
On the basis of the above legislation the suitability of the electrical
installations of the Homes for the Elderly should be certified every year
by the Department or by an electrician who has a license for this under the Electricity Law. As in the previous cases, the certificate is issued following the submission of an application by the interested person at the
corresponding District Office of the Department and after the payment
of an inspection fee which is €30.50.
