On the basis of harmonizing legislation on tachographs, the Director of the
Department of Electrical and Mechanical Services is the competent authority
to issue of memory cards for tachographs and the approval of installation workshops, calibration and check of tachographs on vehicles.
Memory Cards for Tachographs
Memory Cards for Tachographs are issued by the Department of Electrical and Mechanical Services following the submission of a relevant application. Information about the memory cards of tachographs, the procedure for their issue, entitled persons and the prerequisites for the issue, the obligations of holders concerning their use etc can be found in the Administrative, Technical and Other Requirements as well as in an informative leaflet issued by the Department.
The applications for the issue, replacement or renewal of memory cards for tachographs should be submitted in one of the following forms:
· Application form for the issue of a tachograph card for a driver
· Application form for the issue of a tachograph card for a business
· Application form for the issue of a tachograph card for a workshop
· Application form for the issue of a tachograph card for a control officer
Applications can also be submitted to all District Offices of the Department of Electrical and Mechanical Services.
In case of loss, or theft or damage or wear and tear of the card, the holder together with the application for the replacement of the card, should fill in and submit to the competent authority a declaration of honour about the circumstances of the event in the following form:
· Declaration of honour about the loss, theft, wear and tear of the tachograph
card.

Workshops for tachographs
The Department of Electrical and Mechanical Services also receives applications for the approval of workshops which will carry out any sort of work on tachographs. Relevant information is given in the Administrative, Technical and Other Requirements issued by the Department. The application must be submitted on the following form:

Road Speed Limiters
On the basis of the legislation on Road Speed Limiters, the Director of the Department of Electrical and Mechanical Services is the competent authority for the approval of workshops for the installation, calibration and check of these apparatuses in vehicles.
